Summary

Amends the Motor Vehicle Information and Cost Savings Act of 1975 to repeal provisions regarding automotive efficiency improvements. Provides that any credits earned by a manufacturer under the statutory automotive fuel economy standards can be used by such manufacturer to offset deficits incurred in any model year in which such manufacturer failed to exceed such standards without regard to the three-year limitation in carrying credits forward and backward.
