Summary
Amends the Federal judicial code to permit a jury trial in civil actions against the United States for money damages for death or serious bodily injury caused by the negligent act or omission of any Government employee while acting within the scope of employment, under circumstances where the United States, if a private person, would be liable to the claimant in accordance with the law of the place where the act or omission occurred.
