Summary

Amends the Federal Water Pollution Control Act to permit owners or operators of publicly owned treatment works not to enforce pretreatment standards developed by the Administrator of the Environmental Protection Agency (EPA) if: (1) an EPA-approved local pretreatment program has standards in effect for introduction of pollutants which are not susceptible to treatment by, or would interfere with the operation of, such treatment works; and (2) the discharge from such treatment works under such local pretreatment program does not violate applicable effluent limitations under such Act.
