Summary

Amends the Merchant Marine Act, 1936 to transfer from the Secretary of Commerce to the Secretary of Transportation the responsibility to: (1) encourage, promote, give technical assistance and support, and give financial assistance to certain mobile foreign trade fairs which use U.S. vessels and aircraft in the transportation of their exhibits; and (2) submit an annual report to the Congress on such activities. Authorizes appropriations for FY 1988 through 1993.
