Humane Methods of Research Act - Authorizes the Secretary of Health and Human Services to make grants to public and nonprofit entities: (1) to support research and development of alternative methods of research, experimentation, and testing which minimize the use of, and the pain inflicted upon, live animals; and (2) to establish the validity and reliability of such alternative methods. Authorizes appropriations.
