Summary
Amends the Federal Aviation Act of 1958 with respect to airspace control and facilities to require the Secretary of Transportation to determine for each high density airport the number of slots needed to be reserved in order to provide adequate air transportation between such airport and eligible small communities. Prescribes guidelines under which the Secretary shall create a pool of such slots and allocate them to air carriers.
