Amends the Federal Water Pollution Control Act to extend: (1) to May 17, 1995, the deadline by which permit applications for discharges from municipal storm sewers serving populations of between 100,000 and 250,000 must be filed; and (2) to May 17, 1996, the deadline by which such permits shall be issued or denied by the Administrator of the Environmental Protection Agency or a State.
