Creates a 15-member Federal Zoological and Aquarium Board as an independent agency in the Executive Branch. Requires the Board to establish and revise standards for the national accreditation of zoos and aquariums. Authorizes the Board to: (1) give technical assistance in the form of experts to aid zoos and aquariums in meeting accreditation standards; (2) make grants to nonprofit organizations, zoos, aquariums and agencies for specified purposes relating to the treatment of animals in zoos and aquariums and the meeting of accreditation standards; and (3) guarantee loans to zoos and aquariums.
