Summary

Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to substitute vouchers in lieu of cash payments for SSI benefits for a blind or disabled child who has not attained 18 years of age. Prescribes guidelines under which the Commissioner of the Social Security Administration must cooperate in the investigation of suspected fraud with the Inspector General of the Department of Health and Human Services and the appropriate State agency counterpart.
