Summary
Individuals With Disabilities' Trained Animals Parity Act of 1991 - Amends Federal law to allow as a benefit to certain veterans with service-connected disabilities the provision of an animal trained to assist individuals with the disability. (Present law encompasses only the provision of seeing-eye or guide dogs trained for the aid of the blind.) Makes similar changes (from "guide dogs" to "animals") to provisions requiring admission to public buildings and carrier rate charges for disabled individuals accompanied by assisting animals.
