Entitles a Federal employee who provides preflight, inflight, or airport advisory service to aircraft operators (or who supervises such an employee) to a civil service annuity after completing 25 years of service or after becoming 50 years of age and completing 20 years of service, unless the employee is separated from service because of misconduct or delinquency.
