Amends the Middle East Peace Facilitation Act of 1955, as contained in the Foreign Operations, Export Financing, and Related Programs Appropriations Act of 1996, and as amended by other Federal law, to increase from 18 months to 24 months the President's period of authority to suspend certain provisions of law with respect to the Palestine Liberation Organization and the Palestinian Authority.
