Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for a ten percent reduction and redistribution of drug control and system improvement (Byrne) grant funds with respect to any State having in effect a law that requires an individual convicted of an offense that involves consensual sexual activity between individuals 18 years of age or older to register under the Violent Crime Control and Law Enforcement Act of 1994.
