Summary

Amends the Clean Air Act to repeal provisions for: (1) the adoption and enforcement of emission standards for new motor vehicles by States with approved plans for nonattainment areas; and (2) production warranties and parts certification for compliance with emissions standards by manufacturers of new cars. Revises provisions relating to: (1) performance warranties for vehicle and engine compliance with emissions standards; (2) manufacturer's instructions for the maintenance, replacement, and repair of emissions control devices and systems; and (2) prohibited acts involving such devices or systems.
