Directs the Secretary of the Army, acting through the Chief of Engineers, to review and approve the lease agreement submitted by Illinois for the recreational development of South Shores State Park, Lake Carlyle, Illinois. Requires that such development not interfere with the Lake Carlyle flood control project. Requires the Secretary to review existing regulations for the leasing of areas for recreational development to limit their application as necessary.
