Alcohol and Drug Abuse Amendments of 1981 - Title I: Amendments to the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970 - Amends the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970 to extend through fiscal year 1985 the authority of the Secretary of Health and Human Services to make grants to States, through the National Institute on Alcohol Abuse and Alcoholism, to implement State plans. Limits any such grant to 50 percent of the total State costs. Requires the Secretary, before making a grant, to review any comments submitted by the State advisory council and local governments regarding the preparation and administration of the State plan. Revises the formula for the determination of the amounts of such grants. Requires the Institute to complete its review of each State plan within 60 days after receipt. Extends through fiscal year 1985 the Secretary's authority to make project grants and contracts to public and nonprofit private entities for demonstration and evaluation projects relating to prevention, treatment, and rehabilitation services. Prohibits any grants to States or State agencies for such projects. Directs the Secretary to encourage applications for projects dealing especially with women, the elderly, and individuals under age 18. Limits to six the number of grants and contracts for any particular project. Provides for scaled reductions in grant or contract support for any project from 80 percent down to 30 percent over a six year period. Authorizes appropriations through fiscal year 1985 for all such grants and for grants for research and research centers. Authorizes appropriations through fiscal year 1985 for all such grants and contracts. Title III: Technical Amendments - Repeals certain authorization provisions of the Controlled Substances Act. Increases from $1,000,000 to $5,000,000 the authorization of appropriations for the National Commission on Alcoholism and Other Alcohol-Related Problems.
