Summary
Character Counts for the 21st Century Act - Amends the Elementary and Secondary Education Act of 1965 to provide for character education programs and research. (Replaces current provisions for an elementary school counseling demonstration program and a partnerships in education pilot project.) Authorizes the Secretary of Education to make grants to State educational agencies (SEAs), local educational agencies (LEAs), or consortia of such educational agencies for the design and implementation of character education programs. Authorizes the Secretary to make grants, or enter into contracts or cooperative agreements with, SEAs, LEAs, institutions of higher education, tribal organizations, and other public or private agencies or organizations to carry out research, development, dissemination, technical assistance, and evaluation activities that support or inform character education programs assisted under this Act, including a national clearinghouse for information that may be useful to character education program participants and other educators and administrators nationwide.
