Defund Libya Act - Prohibits federal funds from being expended, obligated, or used in any manner to support directly or indirectly operations in or over Libya, including operations of the North Atlantic Treaty Organization (NATO) or in accordance with United Nations (U.N.) Security Council Resolution 1973. Requires rescission of any obligated, but not expended, funds to support such operations.
