Summary

Los Angeles and San Diego Basins Air Safety Enhancement Act of 1987 - Amends the Federal Aviation Act of 1958 to require the Administrator of the Federal Aviation Administration to prescribe regulations requiring the operation of altitude-encoding transponders on civil aircraft operating in the Los Angeles and San Diego Basin areas and other areas designated as having sufficient air traffic density to justify such transponder requirement. Sets the applicability date for such regulations at no later than one year from enactment of this Act. Expresses the sense of the Congress that specified business and governmental entities should seek certain cost-lowering measures to expedite the installation of altitude-encoding transponders on civil aircraft.
