Summary
Amends title XIV (National Agricultural Research, Extension, and Teaching Policy Act of 1977) of the Food and Agriculture Act of 1977, to extend such title for five years. Revises the findings and purposes of such title. Redefines "agricultural research" to mean research in the food and agricultural sciences, including the continuum of basic, applied and developmental research. Redefines "college" and "university", "cooperating forestry schools", and "teaching". Revises membership provisions and reporting requirements of the Joint Council on Food and Agricultural Sciences. Extends the tenure of the National Agricultural Research and Extension Users Advisory Board for five years. Revises membership provisions. Changes the annual report date deadline. Revises certain staff and administrative provisions, including the creation of a new Assistant Secretary of Agriculture position to carry out the purposes of this Act. Authorizes specified appropriations for fiscal years 1983-1987, and appropriate sums for subsequent fiscal years, for purposes of: (1) agricultural research; (2) grants to research institutions; (3) education in the food and agricultural services; (4) alcohol and industrial hydrocarbon research; (5) existing and certain new research programs; (6) State agricultural experimental stations; and (7) Department of Agriculture extension programs. Establishes within the Department an aquaculture research and extension program. Authorizes: (1) a matching grant program; and (2) assistance to States to create aquaculture development plans. Directs the Secretary to: (1) establish several aquacultural research and development centers; (2) report annually to the President and the appropriate congressional committees; and (3) create an Aquaculture Advisory Board. Authorizes necessary appropriations not to exceed $7,500,0000 annually.
