Amends the Federal Reserve Act to require that detailed minutes of Federal Open Market Committee meetings be released to the general public three years after the date of the meeting to which they relate. Requires detailed minutes of such meetings held during calendar year 1973 to be released 30 days after enactment of the disclosure requirement with respect to such year.
