Summary
Graphic Postcard Act of 1993 - Amends the Federal criminal code to prohibit the mailing of all matter upon the envelope or outside cover or wrapper, and all postal cards, of which any visual depictions or language of a violent or clinically graphic character, or unsuitable for persons under age 18, are written or printed or are otherwise impressed or apparent, with exceptions. Sets penalties for knowingly depositing for mailing or delivery any such matter.
