Directs the Secretary of Transportation to withhold specified percentages of apportionments of Federal highway funds to States that have not enacted and are not enforcing, by October 1, 1998, a law that makes unlawful throughout the State the operation of a motor vehicle by an individual under age 21 who has a blood alcohol concentration of .02 percent or greater.
