Summary

Directs the Secretary of the Interior to accept from the State of Idaho title and interests in East Moscow Mountain. Prescribes guidelines for the management of such lands. Mandates that upon their transfer to the United States such lands be withdrawn from entry and patent under Federal mining laws and from the operation of Federal geothermal and mineral leasing laws. Proscribes the harvesting of timber from such lands. Mandates the continued use of such lands for public recreation purposes. Sets forth conditions under which the Secretary may exchange Federal lands with the County of Latah, Idaho.
