Summary
Amends the Act providing for a national dam inspection program to authorize the Secretary of the Army, through the Chief of Engineers, to restore State and locally owned dams found to be in hazardous condition if such State or locality will agree to repay the costs of restoration and will maintain such dam. Repeals the provision limiting the coverage of such Act to dams of a specified size. Exempts dams located in States with an approved dam safety program from the Secretary's national inspection program. Exempts contractors from any liability beyond the amount of the contract. Directs the Secretary to provide assistance to States maintaining an approved dam safety program. Specifies the standards such program must meet.
