Amends the Clean Air Act to authorize the Administrator of the Environmental Protection Agency to make grants to municipalities for the alteration or replacement of un-amortized municipal waste incinerators where necessary to achieve compliance with air quality standards on or before July 1, 1975. Stipulates that such grants shall be in an amount up to 90 percent of the reasonable costs to such municipalities.
