Summary
Provides that real property acquired by the United States for flood-control purposes which is no longer needed for such purposes, as determined by the Secretary of the Army, be declared to be surplus property for purposes of the Federal Property and Administrative Services Act. Stipulates that preference in the purchase of such property be given to those who owned it just prior to its acquisition by the United States.
