Summary
Copyright Amendments Act of 1991 - Title I: Fair Use - Amends Federal copyright law to provide that the unpublished nature of a work shall be only one of many considerations a court must weigh when determining the fair use of copyrighted material. Title II: Renewal of Copyright - Copyright Renewal Act of 1991 - Provides for an automatic extension and renewal of certain copyright works for a 47-year term. Sets forth affirmative copyright renewal procedures. Title III: National Film Preservation - National Film Preservation Act of 1991 - Directs the Librarian of Congress to establish: (1) a National Film Registry for films of cultural, historical, or aesthetic significance; and (2) a National Film Preservation Board in the Library of Congress to review and consult with the Librarian with respect to films nominated for Registry inclusion. Requires that all films and film-related materials received by the Librarian for the Registry be maintained in a National Film Registry Collection of the Library of Congress. Authorizes appropriations. Requires the Librarian to report to the Congress on film preservation and restoration activities of the Library of Congress and and other major film archives in the United States. Repeals the National Film Preservation Act of 1988.
