Summary

National Heritage Areas Policy Act of 2001 - Authorizes the Secretary of the Interior to recommend an area for designation as a national heritage area only after: (1) the Secretary conducts or approves a feasibility study for such area in accordance with this Act; (2) the study concludes that the area is appropriate for such designation; and (3) the Secretary approves a management plan for the area developed by the local coordinating entity. Limits the Federal share of costs for such studies to 50 percent. Allows an area to be designated as a national heritage area only if it meets specified criteria, including having natural, historic, cultural, or recreational resources. Directs the Secretary to annually submit to Congress a prioritized list of projects for which grants are proposed under this Act for national heritage areas, based on information submitted by the chief executive officers of States in which such areas are located. Authorizes the Secretary to make ten-year grants to local coordinating entities for reports, studies, interpretive exhibits and programs, historic preservation projects and other activities recommended in the management plan for the area, and for the area's operating expenses. Limits the grant period for new areas to three years from designation unless the local coordinating entity submits a management plan for the area and each affected State's chief executive officer approves it. Allows the Secretary to make grants to previously designated areas, under specified conditions. Requires the development of a management plan for each designated area. Prescribes protections for private property owners.
