Summary

Amends the Foreign Assistance Act of 1961 to make an exception to the U.S. embargo on trade with Cuba for the export of agricultural commodities, including fats, oils, and animal hides or skins. Prohibits the President from exercising authorities under the Export Administration Act of 1979 and the International Emergency Economic Powers Act restricting the exportation of agricultural commodities to Cuba. Prohibits application of existing restrictions on trade with Cuba from being applied to the export to Cuba of U.S. agricultural commodities.
