Umatilla Basin Project Completion Act

Summary

Amends the Umatilla Basin Project Act to modify boundaries for irrigation districts within the Umatilla Basin. (Current law authorizes the modification of such boundaries upon approval of the Secretary of the Interior.) States that the modification of such boundaries is in recognition of the historical delivery of irrigation water by such districts, and therefore: (1) the final impact statement for the Project is sufficient; (2) such modification shall be without cost to the irrigation districts; and (3) the Secretary shall not require any payment related to the delivery of irrigation water before the enactment of this Act to areas outside the boundaries of such districts before October 1, 1988.
