Summary
Seniors' Accelerated Payment Act of 1999 - Directs the Commissioner of Social Security and the Secretary of the Treasury jointly to take necessary action to ensure that monthly social security benefits which are otherwise payable in January 2000 will be paid in December 1999. Expresses the sense of Congress that, in determining the amount of, eligibility for, or entitlement to, any benefit or assistance under certain State and local welfare programs, the payment of any social security benefit in December 1999 because of this Act should be deemed to have been made on the date such payment would have been made if this Act had not been enacted.
