Summary
Amends Federal law to require the Postal Rate Commission to consider the public interest in having mail matter printed on recycled paper, to the maximum extent practicable, before it makes a recommended decision relating to a change in postal rates and fees. Requires the Commission to allow for reduced rates and other incentives to carry out this Act.
