To amend title 39, United States Code, to establish incentives to encourage the greater use of recycled paper for mail matter.

Summary

Amends Federal law to require the Postal Rate Commission to consider the public interest in having mail matter printed on recycled paper, to the maximum extent practicable, before it makes a recommended decision relating to a change in postal rates and fees. Requires the Commission to allow for reduced rates and other incentives to carry out this Act.
