Summary

Provides that under the Public Health Service Act when any physician, dentist or optometrist signs a contract with the Secretary of Health, Education, and Welfare agreeing to practice in an underserved area for no less than 3 years, the Secretary shall pay in full the principal and interest on any outstanding educational loan incurred during such individual's professional training
