Summary

Star Wars for Drug Wars Act of 1989 - Requires the transfer of amounts in excess of a specified sum that are appropriated or otherwise made available to the Department of Defense for research, development, test, and evaluation relating to the Strategic Defense Initiative for FY 1990 to provide additional funds for that fiscal year for programs authorized in the Anti-Drug Abuse Act of 1988. Directs the President to allocate to each program an amount which bears the same ratio to any appropriations shortfall for such program as the aggregate amount of funds transferred bears to the total appropriations shortfall for all such programs.
