Amends the Marine Protection, Research, and Sanctuaries Act of 1972, the Federal Water Pollution Control Act, and the Comprehensive Environmental Response, Compensation, and Liability Act to provide that nothing in these Acts shall modify the rights or liabilities of any person under other Federal law with respect to damages caused by the release of a hazardous substance.
