Amends Federal transportation law to define "air cargo jetport" to mean a public airport used or intended to be used substantially for the shipping of cargo by air. Directs the Secretary of Transportation to use at least three percent of funds made available for airport planning and development and noise compatibility planning for grants for air cargo jetports.
