Summary

Amends the Clean Air Act to establish standards for emissions of dioxins from new or modified municipal waste combustion units. Requires the Administrator of the Environmental Protection Agency to provide for the monitoring of such emissions. Authorizes States to adopt more stringent standards. Authorizes the Administrator to promulgate standards for emissions of other air pollutants from municipal waste combustion units.
