A bill to amend the Comprehensive Environmental Response, Compensation and Liability Act of 1980 to provide funding for certain health assessments, and for other purposes.

Summary

Amends the Comprehensive Response, Compensation, and Liability Act of 1980 to require that an amount equal to the lesser of five percent expended from the Hazardous Substance Response Trust Fund or $50 million be earmarked annually to the Agency for Toxic Substances and Disease Registry to study the health effects of hazardous waste dumps, either directly or through grants to the States. Requires that the Administrator of the Agency for Toxic Substances and Disease Registry give priority, in determining sites for health assessments, to those facilities or sites at which there is documented evidence of release of hazardous constituents, and reasonable cause to believe there has been such a release. Provides that where the health assessment discloses the exposure of a population to the release of a hazardous substance, the cost of such health assessment may be recovered from persons responsible for such release of such hazardous substances.
