A bill to make miscellaneous changes in laws affecting the United States Coast Guard, and for other purposes.

Summary

Amends the Federal vessel inspection law to authorize the head of the department in which the U.S. Coast Guard is operating to allow more than 16 individuals in addition to the crew to be carried in an emergency on a documented vessel not engaged on an international voyage. Increases the number of vessels exempted from Federal law requiring certain ships to be constructed of fire-retardant material. Authorizes the Coast Guard to acquire a site on the State pier in New Bedford, Massachusetts, for specified construction. Authorizes the Coast Guard, beginning in FY 1986, to use appropriated funds for certain construction and improvements on a State pier leased from the Commonwealth of Massachusetts. Exempts certain U.S. Coast Guard employees from any civilian personnel level limitations until September 30, 1988.
