Amends the Bretton Woods Agreements Act to authorize the U.S. Governor of the International Monetary Fund to contribute $150,000,000 to the Interest Subsidy Account of the Enhanced Structural Adjustment Facility of the Fund. Prohibits the U.S. Governor from making a commitment to contribute before such amount has been appropriated for such purpose. Authorizes appropriations.
