Amends the Railroad Retirement Act of 1974 to provide that a tier I annuity benefit (subject to the social security earnings limit) shall be payable (from the social security equivalent account) to an individual (or to a spouse, divorced spouse, or survivor) without regard to the "last employer" rule and certain related rules.
