Prohibits Members of Congress from receiving any automatic pay adjustment which would otherwise take effect in 1998 under the Legislative Reorganization Act of 1946. Requires the annual rate of pay for Members, if increased before this Act becomes law, to be restored to the rate which was in effect before such increase.
