Summary
Amends the Railroad Retirement Act of 1974 to provide spouse's annuity benefits for certain disabled spouses of railroad employees and for certain spouses of disabled railroad employees. Provides such spouse's annuity benefits under specified conditions, regardless of whether the spouse has reached retirement age or is caring for young children at home, to: (1) a disabled spouse of an annuitant (a railroad worker receiving retirement or disability benefits); and (2) a spouse of an annuitant if such annuitant needs constant care and attendance.
