Summary
Trauma Research Act of 1991 - Amends the Public Health Service Act to require the Director of the National Institutes of Health to establish a comprehensive program of conducting basic and clinical research on trauma, including research on diagnosis, treatment, rehabilitation, and general management of trauma. Requires the Director to submit a plan and an estimate of funding needs to the Congress. Requires the program to include: (1) studies regarding all phases of trauma care; and (2) research regarding trauma care for pediatric and geriatric patients. Authorizes grants to carry out the program. Establishes the Trauma Research Interagency Coordinating Committee to make recommendations regarding program activities carried out by various agencies and the funds needed by each agency.
