Summary

Authorizes the Secretary of the Interior to convey certain lands and waters in the Wichita Mountains Wildlife Refuge, Oklahoma, to the Wichita Mountains Easter Sunrise Service Association, Incorporated. Conditions such conveyance upon the use of the land for public recreational and cultural activities. Reverts the title to the United States in the event that the lands are no longer used for such purposes. Authorizes the Secretary to prepare and execute such instrument as may be appropriate to carry out the provisions of this Act.
