A bill to establish a National Commission on Technological Innovation and Industrial Modernization.

Summary

Establishes a National Commission on Technological Innovation and Industrial Modernization to examine all relevant Federal laws and policies and submit a national industrial strategy to the President and Congress by June 30, 1984. Requires such strategy to include an analysis of: (1) conflicting public policies which hinder industrial competitiveness; (2) industries fundamental to national security; (3) industries with a competitive advantage; (4) industries with the greatest growth potential; (5) job skills that will be in greatest demand; and (6) the policies and strategies of foreign competitors which put American industry at a disadvantage. Requires such strategy to also include recommendations for: (1) economic and educational priorities; (2) policy conflict resolution; (3) worker retraining; (4) accumulation of investment capital; and (5) the development and extension of new technologies. Authorizes appropriations.
