Increases from 26 to 27 the membership on the Advisory Commission on Intergovernmental Relations. Requires the presidential appointees to such Commission to include selectees from: (1) a panel of at least two elected Indian tribal government officials submitted jointly by the National Congress of American Indians and the National Tribal Chairmen's Association; or (2) other Indian tribal government officials who have been nominated by governing bodies of Indian tribes.
