Summary

Public Service Education Assistance Act of 1989 - Authorizes Federal agencies, in order to recruit or retain employees in shortage or critical skills occupations, to provide training or training costs to enable employees to earn academic degrees. Authorizes Federal department or agency heads to repay student loans from appropriated funds for highly qualified professional, technical, or administrative employees. Specifies loans eligible for such repayment. Requires an employee whose student loan is repaid under this Act to sign an agreement requiring a specified period of service, an acceptable performance level for the repayment period, and a resumption of repayment by an employee who fails to meet such level. Provides that if such employee is separated from Federal Service before the end of the period of required service, repayment by the agency shall cease and the employee shall resume repayment in accordance with the original student loan agreement.
