To amend the Communications Act of 1934 with respect to the regulation of service tiers provided by cable television systems.

Summary

Repeals a provision of the Communications Act of 1934 which authorizes a cable television operator to rearrange or otherwise offer the various tiers of cable service in the absence of Federal or State regulation of such service tier rates.
